MINUTES OF THE REGULAR MEETING OF THE SCHOOL BOARD

BLOOMINGTON, MINNESOTA

AUGUST 14, 2017

Pursuant to due call and notice thereof, and there being a quorum present, the School Board of Independent School District 271, was called to order by Chair Ric Oliva at 7:00 p.m. on August 14, 2017, in the Arlene Bush Board Room at the Educational Services Center, 1350 West 106th Street, Bloomington, Minnesota. Members Present: Ric Oliva, Chair; Tom Bennett, Vice Chair; Nelly Korman, Clerk; Jim Sorum, Treasurer; Maureen Bartolotta, Dick Bergstrom and Dawn Steigauf. Administration Present: Les Fujitake, Eric Melbye, Mary Burroughs, Rick Kaufman, Jennifer McIntyre, Tamra Sieve, and Rod Zivkovich. Attorney Present: David Holman.

CONSENT ACTIONS APPROVEDMinutes of the Regular Meeting of the School Board on June 26 and the Special Meeting on August 4, 2017. Personnel Items. Association memberships for the 2017-2018 school year: Minnesota School Boards Association, Association of Metropolitan School Districts and MSHSL. Field Trips. Grants 2017-2018: Integrated English Literacy (IEL) and Civics from the Minnesota Department of Education for Metro South Adult Basic Education. Pathway II Early Learning Scholarships from the Minnesota Department of Education. Walser Foundation for the Bloomington Career and College Academy program. Contracts/Agreements: MNSCU on behalf of Minnesota State University, Mankato, to provide one Teaching Fellow to replace a classroom teacher who shall serve on special assignment effective August 1, 2017-June 30, 2018. MNSCU on behalf of Hennepin Technical College, to provide PSEO instruction at Hennepin Technical College for 2017-2018 [Bloomington Career and College Academy]. Concurrent Enrollment Programming Income Agreement with MNSCU [on behalf of Normandale Community College] for 2017-2018. Renewal of agreement with Minnesota Literacy Council for Adult Basic Education Technology Services 2017-2018 (Metro South ABE). Service Provider Agreement with ThinkSelf, Inc. to provide instructors for deaf ABE classes at the Community Education Campus in Collaboration with Metro South Adult Basic Education and the Learning Exchange program September 1, 2017-August 31, 2018. Amendment No. 3 to the Letter of Agreement and License Agreement with Parents in Community Action, Inc. originally approved by the Board on January 12, 2015. Memorandum of Understanding with Volunteers of America Retired and Senior Volunteer Program and Independent School District 271 Volunteer Connection effective August 21, 2017-August 20, 2020. Agreement with City of Bloomington for Help Me Grow South Hennepin Central Referral Services 2017-2018

ACTION ITEMS APPROVEDFull day beginning wage rate for reserve teachers to be $132.00 per day for the first 40 days and to be $137.00 per day after 40 accumulated work days, and $142.00 per day for Bloomington School retirees effective September 5, 2017. Revised Facility Use Permit Release Agreement. Lease agreement for a cell tower site at the stadium and authorizes administration to enter into a contract with Verizon Wireless. School Board adopts the attached resolution relating to revoking the existing operating referendum revenue authorization of the District, approving new authorization and calling an election thereon. It is hereby determined that it is necessary and expedient for the District to revoke its existing referendum revenue authorization of $1,502.15 per adjusted pupil unit and to replace that authorization with a new authorization of $1,995.00 per adjusted pupil unit. [Complete resolution is on file at the District office and ballot will be published per statutes.] Superintendent Evaluation Summary 2016-2017 was given. School Board approved a modification to the 2015-2018 Superintendents Contract with Les Fujitake by amending Section 8 of that contract to read as follows: Section 8-Salary–The Superintendent will be paid an annual salary of One Hundred Eighty-one Thousand Eight Hundred Dollars ($181,800) for the 2017-2018 school year, commencing on July 1, 2017. This annual salary will continue for the remaining term of the contract. The salary will be paid in twenty-four equal installments during the contract year. The School Board authorizes and directs the Chair and Clerk of the Board of Education to sign the Amendment to the Contract as attached (on file). The salary for 2017-2018 represents a 1% increase for the final year of the current contract. School Board Self-Evaluation for the 2016-2017 school year given by Board Chair. Report of Closed Session given by Board Chair. Board Member and Superintendent reports given. Chair Oliva reported that at a special meeting of the School Board was held on August 4 to discuss Superintendent contract and negotiations. The Board approved offering and the signing of a new Superintendent Les Fujitake a new three-year contract 2018-2021 at a salary of $183,618 (1% over the salary just approved for the last year of the current contract).

There being no further business to come before the School Board, the meeting was adjourned at 7:36 p.m.
